2019 State Legislation Update

The New Mexico Legislature is in week 2 of the 2019 60-day session. So far there have been a total of 10 bills introduced that are related to land grants-mercedes. Below is a brief overview of each bill including its legislative sponsor(s), committee assignments and current location. 

  • House Bill 32 (HB32)/Senate Bill 244 (SB244) – Legal Services for Land Grants/Community Governance Attorney Act
    • HB 32 made it out of its first committee HLLC on Tuesday (1/22/19) and is headed to HSEIC.  No hearing in HSEIC has been scheduled as of yet. 
    • SB244 made it through the Senate Judiciay Committee (SJC) committee on Monday (1/21/19) and is headed to the Senate Floor. 
  • House Bill 33 (HB33) – Expand Authority of Guadalupe-Hidalgo Treaty Division 
    • HB 33 made it out of its first committee HLLC on Tuesday (1/22/19) and is headed to HJC.  No hearing in HJC has been scheduled as of yet. 
  • House Bill 36 (HB36) – Land Grant-Merced Assistance Fund 
    • HB 36 was amended in HLLC to include new material that will expand what land grants-mercedes can use funds distributed to them for. The amendment will also allow the money to be used as matching funds for federal and private grants. HB36 was passed by the committee as amended on Tuesday (1/22/19) and is headed to HAFC.  No hearing in HSEIC has been scheduled as of yet.
  • House Bill 94 (HB94) – Land Grant-Mercedes Partitions 
    • HB94 made it out of its first committee HLLC on Tuesday (1/22/19) and is headed to HJC.  No hearing in HSEIC has been scheduled as of yet. 
  • Senate Bill 13 (SB13) – Lineas Issues at Taos-Area Land Grant 
  • Senate Bill 17 (SB17) – Land Grant Board Comprehensive Plans 
    • SB17 has been scheduled for a hearing before SCONC on January 24 at 9:00 AM in room 311. 
  • Senate Bill 44 (SB44) – Equipment Purchases for Land Grants 
  • Senate Bill 223 (SB223) – Land Grant Elections and Definitions 
  • Senate Joint Resolution 2 (SJR2) – Rio Arriba Laguna Del Campo Land Transfer

Land Grant Leadership Retreat

On December 10th, 2016 the New Mexico Land Grant Council co hosted with the New Mexico Land Grant Consejo and UNM Land Grant Studies Program the first ever Land Grant Leadership Retreat at IAIA in Santa Fe, NM from 9am to 5pm. This retreat was to figure out what issues land grants are facing as federal, state and individual levels. To create a start on how to market NM land grants to everyone. We had over 25 people show up from different land grants, state agencies, different representatives and  state legislators. Overall this event was a huge success and provide future steps for land grants. Commemoration of the 169th Anniversary of the Treaty of Guadalupe Hidalgo

On February 2nd, 2017 the New Mexico Land Grant Council co-hosted with the New Mexico Land Grant Consejo the 169th Annual Commemoration of the Treaty of Guadalupe Hidalgo at the Santa Fe Roundhouse. This year the New Mexico Land Grant Consejo presented  Life Time Achievement Awards to Mr. Charlie Chacón of the San Joaquín del Río de Chama Land Grant and Mr. Adelicio Herrera of the Cañón de Carnué Land Grant on the floor of the House of Representatives. Venessa Chavez-Gutierrez, president of the Tajique Land Grant, will be this year’s MC.  This will be an opportunity to get updates on status on land grants in New Mexico, including state and federal legislation affecting land grants as well as hear from elected officials. The keynote speaker for the commemoration is New Mexico's former state historian Mr. Robert Tórrez. Entertainment this year was provided by the  Baile Ilusion of Las Vegas.
